The Commission engaged representatives from the Ghana Standard Authority (GSA), Ghana Revenue Authority (GRA – Customs Division)and Tullow Ghana Limited (TGL) to discuss ways to enhance collaboration among agencies. These are part of efforts to ensure upstream fiscal measurement compliance in crude oil lifting in the upstream sector.
Organised by the Fiscal Metering and Instrumentation Department, the objective of the engagement was to provide assurance on upstream fiscal measurement activities and enhance cross-institutional cooperation among stakeholders.
The Chief Executive Officer of the Petroleum Commission, Mr. Egbert Faibille Jnr. in his opening remarks, highlighted the need for continued institutional collaboration in the interest of the nation.
“There are varied concerns on lifting procedures. Since this falls within our remit, we intend to ensure that these collaborative discussions and efforts address these interests,” he said.
Speaking on behalf of TGL, Snr. Electrical and Instrument Engineer, Mr. Colin Gordon, Metering Technician, Mr. Richie Brooke and Mooring Master, Mr. Ed. Quarcoo provided updates on oil offloading, pre-offtake preparations, maintenance of fiscal metering systems and quantity discrepancy procedures among others.
Manager, Fiscal Metering who doubles as the Ag. Manager, Engineering of the Petroleum Commission, Mr. Kwaku Kunadu Jnr. touched on the Commission’s expectation from the International Oil Companies (IoCs) in relation to the design, operations and maintenance of fiscal metering systems used for crude oil lifting. He outlined the requirements which include, among others, the submission of annual maintenance plans, metering reports, Bills of Lading (BoL), quarterly metering status reports and other relevant documents.
“We require all operators to cooperate with the Commission to conduct periodic supervision, auditing and inspection of all fiscal metering systems in compliance with the L.I. 2246 and applicable laws,” he said.
In response to TGL and PC’s presentation, GRA emphasised their role they play in supporting the PC to supervise offtake operational and ensure accuracy of the reported offtake volumes.
GSA expressed interest for deeper collaboration with the PC and all stakeholders in exploring ways they can play a more active role in verifying the accuracy of measurement equipment used in conducting upstream fiscal measurements.
All stakeholders at the end of the meeting agreed on the need for continuous collaboration and communication among all parties involved in the crude oil lifting process.
