The Petroleum Commission (PC) has held discussions with the Ghana Upstream Petroleum Chamber (GUPC) on the draft guidelines for the Strategic Alliance and Channel Partnership as part of a stakeholder consultation process.
At the meeting, Director, Local Content, Mr. Kwaku Boateng stated that in November 2021, Parliament approved a limited amendment to the Petroleum (Local Content and Local Participation) Regulations, 2013, (L.I 2204) by passing the Petroleum (Local Content and Local Participation) Regulations, 2021 (LI 2435) (the Amendment Regulations). “The Commission later received comments from the GUPC requesting for clarification on some aspects of the guidelines hence this meeting,” he added.
The Chief Executive Officer of the Commission, Mr. Egbert Faibille Jnr. stated that the meeting was a necessary one which would help all parties involved have a full understanding of what the purpose of the guidelines are.
The key issues raised by GUPC included the definition of Strategic Alliance and Channel Partnership, Permit Approval Processes, and Invoice and Payment Requirements. These were thoroughly addressed by Ag. Head, Technology Transfer Unit, Ms. Priscilla Antwi-Boasiako during her presentation.
The Chief Executive Officer of the GUPC, Mr. David Ampofo was pleased that both parties could meet up to discuss these issues regarding the guidelines and recommended that PC and GUPC continue such engagements in the future.
